کارشناس ارشد تدارکات | Senior Procurement Specialist

شرح شغل:

• پیشبرد فرایندهای منبع‌یابی، ارزیابی پیمانکاران، برگزاری و مدیریت مناقصات، عقد پیمان و مدیریت پیمان تا تحویل کالا به انبار با هدف تامین کالای پروژه عمده شرح وظیفه این جایگاه شغلی خواهد بود.
• اجرای فرآیند منبع‌یابی، ارزیابی تامین‌کنندگان و پیمانکاران و توسعه وندور لیست پروژه توسعه میدان نفتی.
• برگزاری مناقصات داخلی و خارجی کالا در تمامی سطوح معامله بر اساس آیین‌نامه معاملات پروژه میدان نفتی سهراب.
• عقد قرارداد خرید و پیگیری تمامی مراحل ساخت، بازرسی و حمل تا مقصد و تهیه گزارشات دوره‌ای پیشرفت کار.
• ارزیابی بخش تدارکات پیشنهادات فنی مناقصات بسته‌های کاری EPC ، خدمات حفاری و چاه.
• نظارت بر فرایند تامین کالای پیمانکاران فرعی در بسته‌های کاری EPC و EPD.
• تایید فاکتورها و صورت وضعیت‌های تامین‌کنندگان و پیمانکاران.
• تحقیق و شناسایی محصولات و تامین‌کنندگان.
• تعیین و پیش‌بینی نیازهای واحدهای مختلف پروژه و برنامه‌ریزی در جهت تامین آن‌ها در زمان‌های مقرر، مذاکره بر سر قیمت، نحوه پرداخت و نوع تحویل کالا یا خدمات جهت دستیابی به بیشترین ارزش.

شرایط احراز:

• مسلط به زبان انگلیسی (تنظیم قراردادهای خرید، تهیه گزارشات، مکاتبه رسمی و قراردادی).
• مسلط به قراردادهای تامین کالا، نصب و راه‌اندازی دوره گارانتی، قراردادهای CALL OUT BASIS، قراردادهای FIDIC و قراردادهای سازمان برنامه و بودجه.
• آشنایی با صنعت بالا دستی نفت و گاز.
• مسلط به قراردادهای IPC.
• آشنایی با فرایند مدیریت پروژه.
• آشنایی با فرایند بازرسی کالا.
• آشنایی با اصول سفارش‌گذاری.
• مسلط به فرآیند مدیریت خرید.
• آشنایی با قوانین و مقررات بیمه، مالیات عملکرد و مالیات بر ارزش افزوده و تکلیفی.
• مسلط به قوانین و مقررات مربوط به تامین کالا و اسناد مربوط به این حوزه.
• آشنایی با اصول تحقیقات بازار.

Advancing the processes of sourcing, evaluating contractors, holding and managing tenders, concluding contracts and managing contracts until the delivery of goods to the warehouse with the aim of supplying the goods of the major project will be the job description of this job position.
-Executing the sourcing process, evaluating suppliers and contractors, and developing a vendor list for the oil field development project.
- Conducting internal and external tenders for goods at all transaction levels based on the Sohrab Oil Field Project Transaction Regulations.
- Signing the purchase contract and following up on all stages of construction, inspection and transportation to the destination and preparing periodical progress reports.
- Evaluation of the procurement department of technical bids for EPC work packages, drilling and well services.
- Monitoring the supply process of subcontractors in EPC and EPD work packages.
- Approval of invoices and statements of suppliers and contractors.
- Research and identification of products and suppliers.
- Determining and predicting the needs of different project units and planning to supply them at the appointed times, negotiating the price, the payment method and the type of delivery of goods or services to achieve the highest value.

Qualifying conditions:
- English language: mastery (on drafting purchase contracts, preparation of reports, official and contractual correspondence).
- Mastery of commodity supply contracts, warranty period installation and commissioning, CALL OUT BASIS contracts, FIDIC contracts, and program and budget organization contracts.
- Familiarity with upstream oil and gas industry.
- Mastery of IPC contracts.
- Getting to know the project management process.
- Getting to know the product inspection process.
- Getting to know the principles of ordering.
- Mastery of the purchase management process.
- Familiarity with insurance rules and regulations, performance tax, and value added tax.
- Mastering the laws and regulations related to the supply of goods and documents related to this field.
- Getting to know the principles of market research.
