We are seeking an experienced Senior Business Development Expert to lead our tender identification, bid preparation, and proposal development activities in the oil and gas EPC sector. The ideal candidate will have a proven track record in securing major EPC contracts, excellent understanding of the oil and gas industry, and strong commercial acumen.
1. Tender Identification & Market Intelligence
Identify and track tender opportunities in oil and gas EPC projects through various channels (client portals, industry networks, trade publications)
Develop and maintain a comprehensive database of upcoming projects and tender opportunities
Monitor industry trends, competitor activities, and market dynamics in oil and gas sector
Build and maintain relationships with key decision-makers at client organizations (NOCs, IOCs, EPCs)
Conduct pre-qualification assessments and ensure company eligibility for target tenders
Participate in industry conferences, exhibitions, and networking events to identify new opportunities
2. Proposal & Bid Management
Lead the preparation of technical and financial proposals for oil and gas EPC projects
Coordinate cross-functional teams (engineering, procurement, construction, legal, finance) throughout the bid process
Develop proposal strategies and win themes aligned with client requirements and company capabilities
Prepare comprehensive bid schedules and ensure timely submission of all deliverables
Manage the entire bid lifecycle from tender announcement to contract award
Conduct bid review meetings and post-bid analysis
3. Technical Proposal Development
Review tender documents, specifications, and scope of work to understand project requirements
Coordinate with engineering teams to develop technically compliant and competitive solutions
Prepare technical narratives highlighting company expertise, methodology, and value propositions
Develop project execution plans, organizational charts, and resource mobilization plans
Ensure technical proposals address all evaluation criteria and client concerns
Prepare CVs, company credentials, and past performance documentation
4. Financial Proposal Development
Collaborate with estimating and cost control teams to develop accurate cost estimates
Prepare pricing strategies considering market conditions, competition, and profit margins
Develop financial models, cash flow projections, and payment schedules
Ensure compliance with tender commercial terms and conditions
Prepare bill of quantities (BOQ), pricing schedules, and commercial offers
Conduct risk assessment and incorporate appropriate contingencies
5. Client Relationship Management
Build and maintain strong relationships with existing and potential clients
Conduct client presentations and capability demonstrations
Participate in pre-bid meetings, site visits, and clarification sessions
Address client queries and concerns during the bidding process
Support contract negotiation activities post-award
Gather client feedback and incorporate lessons learned
6. Strategic Planning & Reporting
Develop annual business development plans and revenue targets
Prepare monthly reports on tender pipeline, win rates, and market opportunities
Conduct competitive analysis and benchmarking studies
Recommend strategic partnerships, joint ventures, and consortiums for large-scale projects
Support senior management in strategic decision-making
Maintain comprehensive records of all bid activities and outcomes
